Methodology: Duplicate records were removed based only on Permit Number. Hidden Gems were limited to residential permits, grouped by contractor name, with 5–25 issued permits and a median applied-to-issued time at or better than the county residential median. This analysis measures permit issuance timing, not workmanship, customer satisfaction, insurance status, or final inspection timing. Translation: this is a powerful screening tool, not a crystal ball with shingles.
