Twenty-four years, six hundred fifty-nine roofs, and no zero years.

As far back as our permit records go shows that Blackburn Roofing & Sheet Metal pulled their first Collier County permit in July 2003. They have pulled permits every year since. Twenty-four straight years. Six hundred fifty-nine roofs, every one of them on the public record.

Pretty damn amazing when you consider that at 7:00am, mid-August in Naples, it’s already eighty-six degrees. The pitch is a 6/12, which doesn’t sound like much until your feet want to go where gravity says, the asphalt is soft enough to take a thumbprint, and the grit is in your teeth by the second hour. Somewhere under a roof right now a kid is asleep and a laptop is running a meeting about disruption, and all of it stays dry because of a decision somebody made in the heat, years ago, and got right.

Read the years and you get Naples’ whole history. Sixty-nine permits in 2005, when the storms came through and the county was stamping repairs as fast as it could. Then the crash, 2007 through 2011, when the construction trade in Southwest Florida went dark and a lot of names disappeared off the county rolls for good. Blackburn filed nine permits in 2011. Nine. That is not a good year. That is a company deciding to still be here in 2012.

They were. And in 2018 after Irma. And in 2023. And this year.

The addresses are Golden Gate, the Estates, East Naples — streets where the roof is the single most expensive thing a family owns and there’s no second option if it fails. Thirty-nine of those properties show up in the record more than once. Same house, same company, years apart. In this business, that’s the only review that means anything: they let them back on the roof.

There’s no story here in the usual sense. No pivot, no disruption, nobody scaled anything. Just a trade, done in one county, in the heat, for twenty-four years running, by people whose knees will tell them when it’s about to rain.

That’s not a small thing. That’s the whole thing.

Permit History

Where they place today

Directory rankings are computed on a rolling 30-month window so every contractor is measured over the same period. This is a different window from the permit history above and the two sets of figures should not be combined.

Declared value is what the applicant filed with the county. It is not a quote and not a receipt. County average job value over the same window is $45,534; Blackburn’s average is lower because the work is residential reroof rather than large commercial projects. Declared values are not recorded for most permits before 2020, so no lifetime dollar figure is shown.

Services

County Record

What the permits show

Blackburn has no website and has not supplied a service list, so every item below is taken from what they actually filed with the county. Nothing here is marketing.

Reroof Shingle roofing Metal roofing Tile roofing Residential roofing Commercial roofing

Across the full record: 641 residential and 11 commercial permits. Shingle and reroof filings dominate; metal appears throughout, tile once. If they offer services that do not require a permit, those would not appear here.
