Replacement counts exclude permits that were cancelled, denied, rejected, withdrawn as incomplete, or filed under an invalid license — 71 such permits countywide. Including them would raise the countywide total from 14,310 to 14,362 replacements. Counts measure permits issued, not projects completed.
